Hey Probably, one cannot garantee 100%, but cloud services like Dropbox are very safe. Hope all these information helps you better understand how Dropbox and other services work, and not confuse you If you reinstall DevonThink for some reason, you will be able to import (manually) those data. If you want to backup those database files, you need to manually export them using DevonThink and save a copy inside your Dropbox. Also, copying the DevonThink app inside Dropbox won't work. Regarding the backup of DevonThink database files, Dropbox cannot automatically backup those files (but Time Machin or another dedicated backup service would do). On the other hand, Dropbox excels in other features like sharing a files/folder and collaborating together with other people having all your files up to date in all your devices etc. Dropbox can be used backup certain data (documents, photos etc.), not the whole computer state with numerous settings and program files. You may create a online only folder and remove it from local syncing, and backup your data manually with various versions there.

Dropox gives you option to revert changes or recover accidentally deleted files within 30 days for Basic and Plus users, and 120 days for Pro and Business users (while the limitation in a backup service is total storage quota available). You should not sync the programs and setings files with Dropbox. If you edit/delete the files inside your Dropbox folder, it will also be changed/deleted in the Dropbox cloud and other devices. So, when I edit or update anything (on iMac, website or MacBook) it is done inside of the Dropbox folder and so syncs changes to every other connected device. Here I have all of my documents saved in to Dropbox and running within that folder. What I STRONGLY SUGGEST is you add Dropbox in as a backup medium across other backup systems. When you update the files elsewhere (or inside of Dropbox online etc.) they will NOT update or change them elsewhere. It doesnt copy the links, settings or setup info. When you've dragged and dropped the folders in to Dropbox you've created a copy of the folder and thats it. It really shouldnt be regarded as one - at least not on its own.
